Forget about the detail, the underlying reason was de-industrialisation. Shipping industry overseas also exports the industrial culture, the skills, supporting industry and services. Building a new industry from scratch in a securitised economy has to be an uphill battle. The people holding the securities are the people that shipped industry abroad in the first place.

Where goes industry so goes strategic power. Globalisation chucked one-hundred and seventy years of industrial progress into the dustbin. Abandoning industry in pursuit of paper money was the greatest act of folly in America’s history.

Remember Solyndra? The Republicans could never get over their joy that this government-subsidized solar panel company failed. And read what you’ve just written here about A123. It got government subsidies; it failed. The Chinese bought it at a fire sale.

China has a national security imperative to achieve energy independence, because it produces a much smaller percentage of the hydrocarbons it needs to maintain independence in a carbon-centered energy system. A huge percentage of the oil it imports must be shipped through the easily blockaded Strait of Malacca. So going electric is a national security issue in China. Not so much here.
