The logic of the second to last paragraph, targeting what the autocrats value most. It follows that China should similarly target the lives and property of the rich and powerful in the United States for countervailing deterrence.

Agree. We are in the Star Wars movie and witnessing Jedi and Sith conflict intro. Before light sabers are pulled – many storm troopers / rebels (smaller countries with no nukes) will be wasted and nobody will care…

It’s not so much that the US is at nuclear risk from PRC development of nukes… it’s that Japan, the Philippines, Taiwan, and Australia are right now at risk of having done to them by the PRC what the US did to Japan in 1945 because now the US will not retaliate against the PRC nuclearly on behalf of any of these four polities… for to do would invite the destruction of the US… and being American, I know that the US will not commit suicide over Japan, the Philippines, Taiwan, and/or Australia. By having trusted in the US federal government for defense under a “nuclear umbrella” and not having developed a nuclear arsenal of their own to neutralize the PRC nuclearly, any/all four of these polities have set themselves up for absorption into the PRC to be “reshaped” much as Xinjiang is now being reshaped today. The process could start tomorrow!

Whether it be tactical or nuclear, nobody “wins” in a nuclear exchange. That includes the people who profit from building them. Indeed, if profit were taken out of the equation, there probably wouldn’t be anyone willing to pay to have papers like “Over the Brink” written.
